Background
Qualified teacher learning and skills (QTLS) is a professional status for teachers in the post-16 education and training sector.
It is:
- the equivalent of qualified teacher status (QTS)
- awarded by the Society for Education and Training (SET)
- maintained through membership of SET
QTLS holders are exempt from induction.
Since [date], SET has shared data with us on its members who hold QTLS.
We designed a way to present this information in the service.
If someone has QTLS
In the Qualified teacher status (QTS) section of the teacher's record, the value for the 'QTS status' label is:
Qualified via qualified teacher learning and skills (QTLS) status
Below that, we display the following information in inset text:
Holds QTS and is exempt from induction as they have QTLS status and an active membership with the Society for Education and Training (SET).
Will no longer hold QTS or be exempt from induction if their SET membership expires.
We have also created a new summary tag for this: "QTS via QTLS"
If someone has QTS then gets QTLS and becomes exempt from induction
If a teacher has QTS but has not started or completed induction, or they failed induction in Wales, they will become exempt from induction if they get QTLS.
Here, we display this information in the Induction section:
Exempt from induction via qualified teacher learning and skills (QTLS) status and an active membership with the Society for Education and Training (SET).
They will need to complete induction if their SET membership expires.
In this case, we display the "QTS" tag as the teacher achieved this status before QTLS.
If someone loses QTLS
A teacher will lose QTLS status if their SET membership expires. If this happens, we display the following text in the Qualified teacher status (QTS) section:
No longer has QTS via QTLS status because their Society for Education and Training (SET) membership expired.
We use the warning text component here here to make it extra clear to users that the teacher no longer has QTLS.
We also display the "No QTS" tag.
Service guidance
We updated the service guidance to say that a teacher’s record tells you whether someone has has QTLS.
