Current state
Work has been done to get the initial version of offers into the service. When an offer is live, a new link is added to the primary navigation.

It is also possible to set offers to be featured; this means they will appear on the home page under the energy for schools hero banner. This means it can appear just above the fold on a 1080p screen depending on resolution and things like start menu size, as shown in the previous image.
If there are less than 3 featured offers then they appear as a bullet list, if there are 3 or more featured offers and they have uploaded images then they will appear as tiles on the homepage with some lead in text. When using the bullet list view we do not show the relevant text to describe the offer.

Offers function like buying solutions which seems sensible in that they have a category page and then a details page. This implies that offers are time limited buying solutions.

Issues with the current state
S&I do not have any offers ready to go live and have been unable to articulate what an offer is and how it will work. Consequently, the team had to build something with a lot of uncertainty and pass that debt on to us. This will likely be resolved when the first offers are ready to go on get help buying for schools (GHBS) and will allow us to understand what they are and how they can work.
The decision to change between bullet list and tile depending on the number of live offers appear arbitrary and potentially make the offers less impactful and meaningful. The additional requirement to have an image associated with each offer to get the tile with image also appears arbitrary and may drive unintended behaviour if users want to show an image and have less than 3 offers to go live.
Offers do not have an expiration date for being featured or for being removed but the messaging around offers is that they are time limited so this will also need to be resolved.
